Statement on the elections in the
governorates There is no doubt that the elections for the provincial councils and the parliamentary elections in Iraq since the downfall of Saddam, has witnessed violations, extraordinary in some governorates and the governorate of Kerkuk in particular , after exposure to a new demographic change in the past four years by the exodus of thousands of families from the northern governorates. And since the results linked with introductions, the results of the elections in Kerkuk so far came in favor of a certain nationality who take precedence over other nationalities, and the best proof of that is fictitious names added to the voter register before the recent parliamentary elections, the names added to the voter register in Kerkuk hit (227,000) names while adding only (22,000) names to the registered of voters in Baghdad, noted that the population of Kerkuk is only one sixth of the population Baghdad?! And so, that we have several memos in this regard to the United Nations Office in Baghdad and the High Commission for the elections, so the United Nations Office in Baghdad and the High Commission for the elections agreed to delete 100,000 names of the registered voters in Kerkuk. But all this has been ineffective due to the pressures exerted by Mr. Masoud Barzani on the High Commission for Elections, which was forced to give fictitious names the right to vote. That what happened after the Director General of the High Commission for the elections Mr. Adel Al-Alami exceeded his power and power of the High Commission for the elections by appointing a Director of the Kurdish nationalist in Kerkuk's bureau to pass violations under the direct supervision of Mr. Adel Al-Alami on the electoral scandal?! As long as the Iraqi elections on the verge of district councils in the coming months, it is not reasonable to hold such elections in Kerkuk without reconsidering the violations committed in the previous election. We are convinced that the correction process will lead us to avoid imbalances of political and administrative conditions and keep the city from going sour day after day. Hence we draw the attention of the Iraqi government and the United Nations to bring about a balance in the management of Kerkuk achieved through adequate attention to these points: - 1- Reorganization of the register of voters under United Nations auspices with the conditions required different parties to abide the results. 2- Selecting a new director for the Office of the High Commission for Elections in Kerkuk on the basis of consensus among the representatives of Kerkuk in the Iraqi parliament, the present proposal mechanism for the selection of a new director will serve if applied only to return to a similar situation under which the previous elections took place. 3- Call the Arab and Turkmen parties in Kerkuk to reach common convictions to reflect the will of the masses and serve the national interest, justice and fairness in the conduct of the upcoming local elections.
